I. Context

SNV Cameroon received funds from the German Cooperation to implement the Cameroon Golden Cocoa Project from Dec 2018 to November 2020.

The aim of the project is to Increase cooperatives and farmers’ income and job creation through implementation of standardized post-

harvest practices resulting in high quality cocoa : Golden Cocoa .

The specific Objectives of the project are :

  • S.O. 1 : Increase by 10% the production of high cocoa quality through implementation of standardized post-harvest practices resulting in high quality cocoa : Golden Cocoa
  • S.O. 2 : Diversify cooperatives income sources through transformation and marketing of transformed products and job creation
  • S.O.3 : Develop a cocoa training curriculum for professional education, Public and Private actors to be used at schools according to competences
  • The "Cameroon Golden Cocoa Project" (CGCP) follows the "Cocoa Business Service Centre" project (CBSC) funded by the German Cooperation between December 2015 and December 2017 and implemented by GIZ in partnership with SNV in the Centre and South-

    West regions.. This CBSC itself followed the Cameroon Cocoa-Eco Project (CCEP) funded by SNV from 2014 to 2015 and implemented by itself in both regions.

    The common point of the two previous projects with the "Cameroon Golden Cocoa Project" is the introduction and monitoring of innovations within cooperatives to improve the quality of beans sold by them.

    Cross-cutting themes such as gender, nutrition, the orientation of cooperatives in agricultural entrepreneurship and now the professionalization of post-

    harvest trades will be addressed in the framework of the CGCP. In addition, the previous two projects targeted certain districts that are part of the Cameroon Golden Cocoa Project, namely Konye and Muyuka in the South-

    West region, Ayos and Ngomedzap in the Central Region.

    In addition, the "Cameroon Golden Cocoa Project" comes almost a year after the end of the "Cocoa Business Service Center" project.

    This left the opportunity to cooperatives to evolve and have other experiences. To be able to identify the changes that the "Cameroon Golden Cocoa Project" will bring in the lives of beneficiaries, it is important to conduct a baseline study before the actual implementation of the project.

    II. Objective of the study

    This study aims to make the baseline inventory of the various actors before the implementation of the project for a better visibility of the effect of the project on the targets.

    Specifically, it is about to :

  • Collect existing information on each cooperative in terms of :
  • Development of cooperatives;
  • Drying cocoa beans;
  • Fermentation of cocoa beans;
  • Cocoa beans processing and marketing of transformed products;
  • Market access of cocoa beans and transformed products;
  • Access to cocoa finance markets
  • Access to cocoa input supply markets
  • Gender and nutrition in cocoa communities
  • Creation of cocoa-related businesses.
  • Evaluate constraints and opportunities of women's participation in post-harvest activities in the cocoa value chain in selected areas
  • Make proposals for greater participation of women in post-harvest activities of the cocoa value chain
  • Identify for each category of stakeholders the capacity building needs for an efficient post-harvest intervention
  • Give baseline values to project monitoring and evaluation indicators

    III. Orientation and Methodology

    Given the project and the indicators some of which are expressed as a percentage, a methodological approach that will be based on a rigorous mixed (qualitative and quantitative) survey of the target communities is recommended.

    As a result, a methodological report detailing sampling and key issues will be provided upstream of the completion of the field phase.

    The data collection tools will be developed by the organisation or the group of experts and validated by the Cameroon Golden Cocoa Project Team (CGCP).

    The realization of this study will be based on :

  • The documentary review : It will enable the consultant to have a better knowledge of the project as well as its logical framework in order to better understand the monitoring and evaluation indicators.
  • Semi-structured interviews and / or Focus group : They will allow the consultant to collect primary data from communities in the field.
  • IV. Targeted areas

    The areas targeted by this study are the regions of Central and South West regions of Cameroon.

    V. Targets

    The targets of this study are selected cooperatives in Central and South-West regions of Cameroon. They are :

    SOCOPROCAON in Ngomedzap, CACAO + Ayos in Ayos, MBANGA SUD and SOCOOPROBI in Mbagasina, SOCOOPACE in Soa, PROCABA in Batchenga, SOCADECAM in Ombessa , Société Coopérative de Development Cacao du Centre in Ntui, KAFCOOP in Konye and BAFIACOOP in Muyuka .

    N.B. : Working arrangements in the South West Region will be defined with the selected service provider.

    VI. Expected deliverables

    By following the timing given below, and following the administrative and financial procedures of SNV Cameroon throughout this process, the organisation or group of experts will have to provide the following results reviewed and approved by the SNV team :

  • Methodological report and data collection tools;
  • A report of the basic study in French or English;
  • A Powerpoint presentation of the results of the study
  • Qualifications

    XII. Organisation / group of experts profile and required competencies

    Organizations / groups of experts wishing to apply must justify the following criteria :

  • At least five (05) years of experience in conducting studies / project evaluations, specifically in rural development
  • Have already completed at least three baseline studies for projects
  • Very good knowledge of the cocoa value chain and related issues
  • Mastery of the functioning of grassroots organizations and specifically cooperatives
  • Experience working with international organizations
  • Mastery of French and English (knowledge of local languages in target areas would be an asset)
  • Ability to deliver results in a short time. .
  • Very good communication, reporting and presentation skills.

    XIII. Level of effort and working period

    The level of effort required to complete this baseline study is 15 M / D maximum. The work will take place between June 25 and July 25, 2019.

  • A letter of motivation (1 page)
  • An understanding of the Terms of Reference (1 page)
  • A detailed methodology (3 pages)
  • Any other suggestion that may facilitate the smooth running of the mission (1 page)
  • For groups of experts, CVs highlighting the experiences of each expert in relation to the mission (Max 3 pages) per CV.
  • For organizations, in addition to the CV of the organization, 2 or 3 CVs of the experts who will be involved in the implementation of the mission (Max 3 pages per CV)
  • Part 2 : Financial Offer

    The financial offer consists mainly of fees NB : All other costs incurred in the context of this work will be applied according to SNV Cameroon procedures. :
