POSITION OVERVIEW The Staff Engineer, Project reports to the Manager, Business Planning. This position is responsible for coordinating and providing support to Operations as it relates to strategic planning, business planning, risk management, performance management, project controls, budgeting and reporting in the delivery of business objectives and attainment of key performance targets for safety, compliance, and production.

All activities will be delivered maintaining Cheniere’s core values : teamwork, respect, accountability, integrity, nimble and safety.

KNOWLEDGE The individual should have a broad understanding of general plant operations, technologies, storage, transportation, and large gas turbine driven compressors.

This includes an understanding of operational readiness, budget analysis, and technical report writing. Experience with activities related to LNG processing is desirable.

RESPONSIBILITIES AND ESSENTIAL DUTIES

  • Coordinate the development of 5-year business plans with each department as it relates to the company’s business plans for the forecasted LNG production, cargoes, gas requirements, power, maintenance, projects, and staffing, in support of the budget cycle.
  • Coordinate the development of 5-year strategic plans with each department for continuous improvement of operations.
  • Coordinate planning activities with the Site Leadership Team (SLT) to ensure that itemized individual or integrated plans are developed for attaining the goals of the business plans as applicable.
  • Coordinates reviews of business and strategic plans for progress, deviations, challenges and risks, and work with SLT to develop appropriate recovery actions or mitigations as required.
  • Assist in the development of the budget for Site Management and Business Planning.
  • Work with operations accounting on the annual budget development cycle and to help coordinate budget development for each department at the site along with ensuring that the expenditure correlates to production, maintenance and project information for the 5-year business plan.
  • Coordinates with operations accounting for monthly budget status reviews, identifying operational spend variances in each department and possible levers for attainment of budget.
  • Assist in facilitating the development of annual departmental performance goals (DPG) for each department in alignment with strategic business and operational plans.
  • Conduct monthly reviews with departments on DPGs identifying status, challenges, risks to delivery and recovery plans.
  • Coordinates the development, review, and updating of plans for operational readiness of new assets and conducts monthly reviews with departments identifying status, challenges, risks to delivery and work with SLT to develop recovery / mitigation plans as applicable.
  • Coordinates the review and updating of the site risk registers with the SLT.
  • Coordinates delivery of site reports inclusive of monthly site consolidated report, weekly report, daily and monthly production reports, and all associated performance metrics.
  • Coordinates required input into quarterly board updates
  • Work with operations accounting for accurate allocation of costs and make required corrections where applicable
  • Conduct cost analytics of actual spend vs. budget identifying improvement opportunities for forecasting costs correlating to expected operations
  • Work with operations accounting for maintaining a database which includes actualized costs against budgets which includes corresponding analysis of trends, issues, challenges, and risks for attaining budgets
  • Completes all Regulatory Training as required.
  • QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)

  • Education and Certifications : Bachelor’s degree in Engineering is required; Mechanical / Process / Civil / Project preferred;
  • A Professional Engineer’s (PE) License is a plus.

  • Experience : Ten (10) years related experience in refining or petrochemical industry LNG experience is a plus.
  • Skills : Strong leadership and administrative abilities are required. An acute sensitivity to safety issues in a hazardous environment.
  • Exceptional technical report writing skills. Exceptional written, verbal and interpersonal communication skills. Ability to communicate effectively at all levels of an organization and with individuals and groups from different disciplines, industries and governmental agencies.

    Able to work with a culturally diverse group of technical individuals whose skills cover the range required to engineer, operate and maintain the LNG terminal and Liquefaction production facilities.

    Possess the personality and ability to relate to and to establish a mutually respectful relationship with 1) management, 2) peers and 3) the various facility level workers (Plant Manager, plant supervision and plant workers) whom are all responsible for ensuring proper operations.

    Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines.

    Exceptional problem solving and analytical skills. Accomplished public speaker, able to create and deliver industry-specific presentations.

    Computer knowledge including Primavera and Microsoft Office Suite including Word, Visio, Excel, Access, Project, and PowerPoint.

    DIRECT REPORTS None FREEDOM TO ACT The Staff Engineer, Business Planning requires minimal supervision. WORK CONDITIONS

  • The job is performed in an industrial plant environment.
  • Occasionally, work may be performed from home, after normal work hours or on weekends.
  • Limited travel required as business conditions dictate.
  • Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.
  • While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.
  • Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps), scale vertical steel ladder up to forty feet or more in height and lift and move objects weighting up to 30 pounds.
  • While performing the duties of this job, the employee will work indoors and outdoors, and be exposed to year-around weather conditions, ocean environment, and noise.
  • There is a considerable amount of outdoor activities involved.

  • Specific vision abilities required include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  • Required to obtain mandated certification by attending Company-sponsored training in basic first aid, CPR, and LNG firefighting.
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
