Poste proposé : Chief Technical Advisor-Faro
The African Wildlife Foundation (AWF) is an international non-governmental conservation organization with the mission to ensure wildlife and wild land thrive in modern Africa.
Over the last 50 plus years, AWF has provided landscape conservation solutions across the African continent and the organization supports conservation and sustainable management of priority biodiversity landscapes through support of Protected Area (PA) authorities, local communities and ecologically sound private sector development.
AWF has a long history of working with African Governments to improve protected area management and species conservation and currently has co-management agreements in the Democratic Republic of Congo, Ethiopia, Cameroon and Tanzania.
The Faro landscape is a priority AWF site. The landscape covers 8,078 km2 of mostly semi-arid Sudanian savanna woodland comprising key landmarks such as the Faro National Park (FNP) (3,000 km2), Gashaka Gumti National Park (nearby in Nigeria), Benoue National Park (nearby) and Adamawa Plateau.
The Park is managed by Ministry of Forestry and Wildlife of Cameroon (MINFOF). FNP supports important wildlife populations including elephant, lion, hippo and giant eland.
AWF signed an MOU with MINFOF outlining collaboration for the protection and improved management of Faro National Park, Dja Faunal Reserve and Campo Ma’an.
AWF is now seeking a Chief Technical Advisor (TA) to be based full time in FNP for AWF to support the conservator, build capacity of the Service de Conservation, develop management and operational plans, facilitate coordination with the surrounding landscape and improve the overall management and conservation of the Park.
Oversee all aspects of AWF’s work in Faro National Park and surrounding landscape.
Work in partnership with the MINFOR Conservator to improve overall natural resource governance of the TOU Faro and its periphery, protected area management and conservation.
Develop a general management plan and operational plan; build a stronger presence in FNP; support law enforcement and anti-poaching;
build the capacity of the rangers;
Develop a strategic stakeholder engagement plan that places a particular focus on the engagement of the local communities in a way that respects principles of good governance, reduces conflicts between people and wildlife and people and the park management authority and with a vision to improve human well-being and the overall resilience of the landscape.
Establish an effective partnership with ZIC 13 and other hunting concessions surrounding the Park; and ensure effective communication and reporting.
Develop an anti-poaching plan, including a training schedule, standard of procedures, informant network, and early threat warning strategies.
Ensure that the systems put in place are consistent with MINFOF and AWF standards.
Work with the conservator to develop and oversee the implementation of a general management plan.
Oversee the development of key infrastructure development including roads, radio rooms, ranger outposts, staff office, tourism facilities, signage and other facilities.
Oversee a rigorous training schedule designed to adequately build the capacity of the Service de Conservation staff and leadership.
Ensure effective implementation of donor funded projects in the landscape with strong financial and budget management, reporting and liaison where appropriate.
Profil recherché pour le poste : Chief Technical Advisor-Faro
At least 10 years’ experience in wildlife management and anti-poaching implementation in Africa.
Knowledgeable of international standards and practices related to integrated land use planning, wildlife management, community engagement and good governance
Substantive experience in natural resource governance and management including the development of management and business plans
Substantial experience in training, anti-poaching training and implementation in different environments (forest, savanna, etc.)
Experience with monitoring systems such as SMART, Cyber Tracker, anti-poaching technology, weaponry
Capacity to facilitate complex multi-stakeholder processes
Experience of collaborating with governmental conservation institutions, military structures and private sector, such as hunting concessionaires and tourism operators, and conservation / PA-management NGOs
Fluent in French and English in word and speech
Experience working effectively with local communities
Ability to work under strenuous physical conditions
Ability to work effectively in remote and challenging areas, in cross-cultural situations and multicultural environment.
