Organizational Setting

FAO has submitted the child project identification form (PIF) for Viet Nam under the Programme Framework document (PFD) on Food System, Land Use and Restoration (FOLUR) Impact Programme (IP) to the Global Environment Facility (GEF).

After GEF Council’s approval of the work programme in June 2019, GEF Secretariat has provided the Project Preparation Grant (PPG) to FAO for developing a full project document.

Reporting Lines

Under the overall administrative supervision of the FAO Representative, daily supervision of the Assistant to FAO Representative (Programme), the technical supervision of the Lead Technical Officer (LTO) from FAO-

RAP and in collaboration with the RAP FAO GEF specialists, FAO GEF unit.

Reports to :

Mr. Albert T. Lieberg, FAO Representative in Vietnam

Technical Focus

The National Coordinator / Institutional and Policy Specialist will be responsible for the coordination of the operations of the PPG team, and will have lead responsibility for interacting with national Government and other national stakeholders throughout the PPG process, as well as the discussion and negotiation of relations with institutional stakeholders during project implementation, the identification and negotiation of co-financing.

Tasks and responsibilities

  • Coordinate and oversee thematic PPG consultants, ensuring the timely completion and quality of their reports
  • Plan and organize and participate in, field visits and workshops as required throughout the PPG process, with support from FAO-VN
  • Communicate with national Government and other stakeholders in order to ensure their awareness of, buy-in to and participation in the project formulation process.
  • Identify and characterize institutional stakeholders, mapping of their relevance to the project and proposal of their roles in project implementation
  • Define needs and strategies for strengthening the capacities of institutional stakeholders in order to ensure the sustainability of project results.
  • Identify, characterize and quantify programmatic baseline and co-financing opportunities, and negotiation of co-financing commitments
  • Generation of baseline and target values for biophysical and institutional indicators
  • Analyze policy, regulatory and incentive frameworks and their implications for the sustainable management of the target landscapes and the generation of global environmental benefits (GEBs), and formulation of recommendations of how the project will respond to and influence these frameworks
  • Formulate strategies for the sustainability and scaling out of project impacts, in order to achieve the large-scale transformational impact required by the FOLUR Impact Program.
  • Support to FAO-VN in formulation of project budget
  • Advisory support to processes of drafting of project documentation and responses to reviews.

    Minimum Requirements

  • University or specialized degree in a field related to natural resource management or rural development.
  • Excellent proficiency of English, both written and spoken.
  • National of Vietnam or resident in the country with a permit.

  • Knowledge of and familiarity with institutional, policy, regulatory and incentive frameworks of relevance to the sustainable management of rice-
  • based landscapes in Vietnam

  • Ability to interact tactfully and effectively with multiple institutional actors in diverse sectors and at diverse levels, to communicate messages and to promote dialogue
  • Experience in institutional management and strengthening
  • Experience with and understanding of principles and approaches for the integration of environmental and social considerations in smallholder-dominated landscapes
  • Proven capacity to conduct fieldwork and ability to work in teams and establish working relationships central and local government institutions and civil society organizations
  • Good command of computer skills (MS Word, Excel, Power point, Internet)
