Purpose : How does this post support Plan’s strategy and mission?

The consortium Plan International Cameroon, IRESCO and MC-CCAM is a key partner of the Ministry of Public Health (MOPH) as a sub Recipient (SR) in the implementation of the Malaria Control project financed by the second new funding mechanism of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF NFM2).

Plan International Cameroon as lead of the SR consortium is responsible for the financial and programmatic management of the project, and will provide capacity development services to relevant institutions, sub-

recipients and implementing partners. For the implementation of the Global Fund project, Plan International Cameroon has established a Project Management Unit (PMU) that will coordinate the implementation of the project and provide general guidance of Global Fund rules and procedures to all partners participating in the implementation of the projects.

Under the guidance and direct supervision of the Project Manager (Global Fund), the M&E Coordinator will be responsible for ensuring that all indicators critical for monitoring the national malaria response are timely made available for decision making.

As part of the monitoring, identify gaps in information and make recommendations for collecting this data. Moreover, he / she will support the SR strategy to strengthen the M&E capacity of the implementing partners.

Dimensions of Role :

  • Reporting to the Program Manager, the Monitoring and Evaluation Coordinator will be responsible for providing technical leadership for all M&E activities in the GF project;
  • Guide project teams through the process of designing functional and complete monitoring systems;
  • Operationalize the M&E plan designed for the GF NFM 2 Malaria project, including : supporting partners in designing or using existing project M&E tools, systems and processes for data collection, management, and verification (including data audits);
  • as well as for reporting;
  • Assist the project manager in planning, designing, implementation and evaluating GF NFM2 project activities within Plan International Cameroon and as lead of the sub-recipient (SR).

  • Prepare reports required for submission to the MOPH;
  • Produce monthly, quarterly and annual M&E reports based on the project indicators that will guide decision making and project implementation;
  • Coordinate with the Sub Recipient and program staff to adapt or create, relevant tools and systems for effective collection, storage, archiving and use of data;
  • Work with sub-recipients to ensure the collection of relevant and appropriate data which is needed for effective M&E system, and which will be utilized in the monitoring of strengths, weaknesses and gaps in the project and required for reporting;
  • Ensure supervision of activities performed by SRs, Field Supervisor, DCSOs and CHWs and lead activities related to on-
  • site data verification (OSDV) through spot checks that further help assure data quality from the source;
  • Develop training module and facilitate capacity building for project staff , sub-recipients and CSOs to enable them to monitor and evaluate their own efforts, gather relevant data and produce required progress reports;
  • Assist finance team in the elaboration of project activities budget;
  • Develop and monitor the PO of central level and SRs and facilitate the elaboration of PO at PU level;
  • Coordinate with the Ministry of Public Health, the National Institute of Statistics, and any other agency, as appropriate, to ensure that current information and indicators to monitor Cameroon’s performance of the national malaria response are available;
  • Assist Plan International Cameroon and partners in the strategic use of data and information so as to improve the implementation of the GF malaria project;
  • Assist the project manager and admin staff in the elaboration of partners contracts;
  • Duly represent the project manager during technical meetings with partners when required;
  • Perform other duties and participate in other, non-project, organisational activities and processes as and when required to do so.
  • Outputs and deliverables An established system of current data, relevant indicators and analysis of the country’s response to malaria that is derived from the project M&E framework and that is widely endorsed, established, and based on data collection methods, which are rigorous and will stand to scrutiny.

    Experience

  • A first degree in statistics / mathematics, epidemiology, public health or related discipline.
  • Familiarity with the principles and current approaches to M&E in development projects, including (quantitative and qualitative approaches to data collection);
  • At least four years of experience in handling biostatistics and / or monitoring and evaluation projects.
  • A Master degree in statistics / mathematics, epidemiology, public health or related discipline.
  • Familiarity with the principles and current approaches to M&E in development projects, including (quantitative and qualitative approaches to data collection);
  • At least one year of experience in handling biostatistics and / or monitoring and evaluation projects.
  • XI- Physical Environment and Demands :

    May be typical office environment ; note if heavy lifting, climbing, excess travel, etc.

    Typically office environment with 40% extensive travel in Regions and abroad

    XII- Level of Contact with Children :

    The position will be based at the Country Office and level of contact with children is medium.
